birth certificate issues

he has never been there for my son until he was 3 he is now 4 so hes been in his life for a year now. he was not there when he was born that is y he is not on the birth certificate. and i just want to know wether he can do it behind my back? i never said i didnt want him on there........Quoting Captain Obvious:"    "
