sleep without a fight?

how? lately dd is fighting sleep. i know shes tried... she gets super fussy, rubs her eyes, yawns... but our old tricks like rocking, music, holding her... doesnt work. she wont even fall asleep on me anymore. she thinks its play time. i try to walk around and hold her but for 1 shes 18 lbs and 2 she still seems wide awake after 20 mins of it. i dont want her to CIO shes too young. but how can i get her to sleep without a fight? she sleeps thru the night no problem but getting her to bed is the issue.
