Teen with ODD

My 16 year old sister was just diagnosed with ODD,she's currently in a behavioral health hospital for 3-5 day hold for the second time in 3 weeks.
She uses drugs,is suicidal,lies,steals and has claimed to "see the devil"
She stole my dads new car (after she stole and totaled his last one New Year's Eve) and said the devil told her to do it
Now she's telling the drs and nurses that her dad is lying about everything,which he's not.
My dad lets her run around,do what she wants and is usually to high to stop her.
My 11 year old brother is scared my dad is going to OD and my sister is going to kill herself
My mom cannot force her to move in with her because there's no custody arrangement and she cannot afford a lawyer right now

The hospital will not keep her long term and just says she needs a lot of therapy
She has a lot of emotional damage,resentment,and has never been able to follow directions or listen to anyone.

My mom has no idea what to do.
My father wants her sent to juvie

I personally think she needs to stay at the hospital for a while,until she gets better

If anyone has gone through this,or has experience with this would you mind giving some advice?

I don't have personal advice on the subject, but I had a friend who tried to commit suicide a handful of times and they were going to send her to "Residential" which is basically a longer term psych unit. Not sure what it is really called though.

The hospital she's at now has a long term program but they won't keep her

Are they saying why?

They're saying you have to be homicidal or suicidal
She's deneying trying to kill herself and they have no proof
So they just keep doing 5 day hold on her.she got out Friday and went back Sunday night
