More then likely powder, but I would never buy it use it or drink it myself or give it to my kids....yuck!! lol
We pay just over 5.00 for 3 litres of milk here, and we go through about 9 litres a week. lol

eww you get what you pay for. Powder seems nasty never tried it and I sure hope I dont have to. Regular gallon milk is better and worth the money.

You don't get WIC op? We get a lot of milk from them. Do you have a king soopers over there? There store brand milk is alot cheaper only because it's kosher. It's really good too!
