I would say to call CPS on her. If she REALLY thinks this is happening and not doing anything buy running her mouth on facebook, she needs to be looked at for neglect...

However, I just feel bad for that little girl in this huge smurf pile. :/I wouldn't want her to go to the state or her father get publicly embarrassed for false allegations.

Maybe that's why the mother isn't 'reporting' the father. She probably developed jealousy of her own daughter being able to sleep in bed with her husband & then checked her daughter who probably just has a yeast infection or UTI or just discharge from wiping improperly & is afraid she will go to jail for what her daughter would tell the doctors.
