It's to counterpoint the argument that gun's are needed for protection from rape.

I don't know any woman who carries around a gun regularly to protect herself. Just pepper spray and the occasional taser.

Seriously though. I'm all for gun control, but sending out a public service ad that says "Think about your rapist's safety" is a smurfing ridiculous and infuriating.
On top of that, the first ad really downplays the horrific experience of being raped.
"Oh, boo hooo. You were raped. It only lasted 30 seconds."
Blood is boiling right now.
