He may be receiving something like Dopamine or Dobutamine. Do you know if his heart rate has been slow? Both of those drugs require close monitoring and special training for the nurses, because they can be titrated. We can hang Dopamine drips on my unit. It increases heart rate and blood pressure.

His heart is failing. He has very low blood pressure and a very high heart rate.... which to me means his heart is working too hard with no results...

They probably have him on something like Dopamine to increase blood pressure. With a low blood pressure and high heart rate, they may have taken off too much fluid when they diuresed him.
