Can I use ketchup if I don't have tomatoe paste, since that's basically what it is? Will it be noticed?

You could try it. But ketchup has other things in it that may make it taste funny....

I feel like ketchup is sweeter and also I am imagining "Sketti" from Honey Boo Boo

I dunno how it'd turn out. Ketchup is a lot sweeter than just plain tomato paste, and it's kind of a different consistency.

You can, but it will still taste like ketchup. I used to make it like that then I tried it with plain tomato sauce and tomato paste and it actually tasted like spaghetti sauce. Ketchup has too much sugar in it.

Could I skip the sugar in the recipe since the ketchup is sweet?

That could work. It might not come out exactly how it tastes when you make it per the recipe, but you can taste it as you go along and adjust it as needed.

I would suggest it, I don't add sugar at all because I use basil and that's sweet enough for me
