Hour glass body help!

I was wondering what I can do to tone up the hips?! I have big hips on a smaller framed body and it kinda sucks when I have the "fat" popping over my jeans.

If both of those pics are recent then you are crazy haha. Yes I will say you have some curvy hips but I don't see any love handles or muffin top.

They're from last year and the year before. I'm about to upload a better picture to show what I mean. I just mean my hips having a little pudge if that's the right word on it.
