I would probably take her to her room each time she did it and tell her that if she wants to she can do that in her room. But make it not sound like she's going into a time out or a punishment or something.

LOL. My son will pull at his now and again. Doesn't seem to bother him in the least.

I will have to keep trying to encourage her to do it in private. I just don't know. It is frustrating.

I don't know. I used to do this, in public, in grade school. No one ever told me not to. I never knew not to. I stopped on my own, before I realized what I was doing was so.... well, not appropriate to do in public.
I would hate to have felt shamed for it, but as an older person, I wish someone had told me about what was happening and that it was not something to do in public.

I'm not even sure, it is such a delicate subject and it seems that you have already tried to explain that it shouldn't happen around others. Does she understand what private is? My 4 yr old doesn't seem to get it, she still goes to the bathroom with the door open even though I get on her case for it... Perhaps you could tell her it makes other uncomfortable? I'm just thinking out loud, not sure if you can use any of that

She somewhat understands private. I think that as any 4yr old, applying it to more than one circumstance is tricky and I think she might think that part of the action should be private and that is why she moves on to a new object or technique if you will.

I will just keep telling her to do it in her room in private when nobody is there. That will be hard because she shares with her twin sister. lol Maybe she will start being more discrete.
