tax question

Today I got a card in the mail from the Illinios IRS branch saying my 2011 state refund will have to be taxed on this year's taxes. It's only 41 bucks so I'm not worried about it, but I'm confused. How can a previous tax refund become taxable? I haven't lived or worked in Illinois since 2011 so I don't have to file taxes in IL this year. I'm so confused I didn't think a tax refund was taxable. I don't get it lol
