Animal abuse laws

My neighbors have three labs (one of each color) and they leave them outside for hours at a time, even during the winter, which sometimes the temperatures are in single digits. I just feel bad for those dogs and I don't think it's right that they will leave them outside of their house for hours and let them sit out there and bark their heads off at all hours of the day. If this is legal then I'm not going to say anything obviously but I can't help but feel like it's neglect. I tried googling but I can't seem to find anything that straightforward states the guidelines on this subject.

Do they have food and water? We have outside dogs, its perfectly legal. Ours stay out all the time, not just for a few hours.

I think it's legal. My step mom made our dogs stay outside everyday while we were at school and work. It could range from 30-115 and I always felt so bad but I don't think there is anything you can do about it. It was a lab and a chihuahua and the poor chihuahua would shake all day from being cold. I always asked my parents to build them a little house to go in but they never did. Maybe if you have a little extra money you could buy them dog beds or something?

they're fine. no its not illegal, they are dogs.. that's what they have fur coats for...

My inlaws have farm dogs that stay outside all the time. But they have a continious flow thing for water and they have a big outbuilding for shelter

If they're not tied up somewhere or unless they are without food and water and look malnourished there's nothing wrong... They have fur costs for goodness sake! What do you think they did when they were wild animals!? Knocked on the cave of a human family and asked to come in because it was cold outside!?

If she has food, water, and a box/kennel to go into, she will lol

That's so sad that owners can just leave their dogs outside all hours of the day

Just like we aren't comfortable with a coat on in the winter outside.. I doubt dogs are either with their fur.

I know :[ I felt so bad for them. I feel like my step mom is a horrible dog owner. She feeds the dogs once a day and most of the time only one of the dogs eats the food and the other doesnt get any and they only get water once a day.. that's a different story though. I guess if they don't think they need a dog house then there is nothing you can do other then gift it to them. I doubt they would be happy if you told them they need to get one. Lol

That's kinda pathetic... Just because she's so 'small and cute' you wouldn't keep her outside? Ugh
People seem to forget they were wild animals and still have wild instincts because they have now become accessories! SMH

Uh, I'm pretty sure dog breeds were man made. So chihuahuas aren't and never were wild. A husky or something similar would be different.
