They still have instincts. Were dog breeds made in a lab? All dogs come from wild dogs.

That doesn't mean small dogs can survive the same conditions as a large dog.

Chihuahuas are from Mexico. It doesn't get very cold there. Chihuahuas are not suited for cold weather. Labs have a think layer of like waterproof fur underneath their long coat. They are suited for cold weather. Logic ftw

All they need is food, water, shelter and veterinary treatment when needed. If they have all that then they are not doing anything wrong, my dog and cat are outside animals, they have cosy beds and two massive verandahs to sleep on and they are just fine

depends on your state here its illegal unless they have shelter food and water and are within a fence they cannot be tied up
however looking at your state I would go with federal law which pretty much states they must be given food and water and not run free regardless of temp
if it troubles you enough ask your nieghbor if they need help with them as they seem cold hot etc. I have before turned out my nieghbor was just to tired to train them properly inside the house completly normal she loved her pets just like everyone tho life made her tired and she was grateful for the help instead of me just judging her from my side of the fence

I'm just wondering why you think it's wrong? Dogs need fresh air, they play, they lounge, they bark. It's not like the owners are kicking and beating them. Dogs should not be let out for a minute and let back in. They need to roam their yard(if possible)

Not true. They are not fine. I have a lab/husky, and everyone knows huskys love snow because they were sled dogs, and i have a pit. i only leave them out 30 minutes maybe less because both of my dogs got Bronchitis sp? and i had to pay 200 per meds. so i dont want to hear dogs can stay out in the cold

we came from the apes, with a bunch of hair, I guess we dont need to wear coats and we can sit outside without getting sick in -0 weather

well most dogs are fine outside during the winter. You don't really hear stories of dogs dying just because they stay outside during the night...

I don't have skin that's made of fur so that's a bit different lol.

the night is 10x colder where i live than during the day, so i just have different beliefs
