'No'

My twins have just really took off with their speech they are 19 months corrected and understand everything I say. They can say most single words and are just starting to put two words together..
At the moment we are going through a stage where if I ask them anything or tell them to do anything they say 'no'.. What is the best way to let them know that it's rude to say no all the time especially when they sort of yell it at you?
I've been making them say 'no thank you' and they say 'no ta' but I'm not sure how to get them from saying it all the time?
We have just started time outs for really naughty behaviour after they have already had a warning and its helping lots with things like pushing and snatching toys!

This. Almost every kid goes through a "no" phase (cept my weirdo... she says yes to everything even if I know she doesn't want it lol). It's part of their development, they are realizing they have some control and want to take it as much as possible.
