Does she show an interest in anything in particular? DS loved anything Sesame Street, so thats what we did for his theme. Does her room have a theme? As for the place, I am thinking about just doing pizza this year, and then just taking him to the zoo, or somewhere fun on his actual birthday.

Have a water party in the backyard.
Little pool for the little ones, water balloons, cool sprinklers for the older kids to play in...maybe buy a sandbox or sensory table with sand and water...
You can have an "Under the Sea" or "Beach" theme.

For my daughter's third birthday we did a Never Land theme. Trampoline was pixie hallow, playhouse/swing set was hangman's tree, we have a pool and it was cannibal cove, we have a large blow up pool for the kids who could not swim and it a mermaid lagoon, and we got a slip and slide with a blow up crocodile for crocodile creek. We decorated each place accordingly, and decodes the inside with Peter Pan posters and a London city scape. We do an outdoor party every year, and have hamburges, hotdogs and summer side dishes. We invite friends without kids too.
The never land theme was a hit, but I had to scour online for Peter Pan decorations. I noticed that this spring Peter Pan is being re released by Disney, so I am sure Peter Pan party items will be much easier to find!
