They start developing at 12 weeks. Usually up to 15-16 weeks both males and females look like they have penises.

I had an u/s with first at 15 weeks and was told girl, that was correct.
This time around I was told boy at 12 weeks, went again at 16 weeks and he was still a boy. I would go by that if the ultrasound tech was sure. The place I go to "doesn't make guesses", if they can't tell for sure they will reschedule another scan.
