Batman 4th bday party ideas on a budget

My son turns 4 years old at the end of this month and he wants a batman birthday party. We are going to have to do it on a budget though. And everything that is batman is expensive...
We are going to have to do it under $200 and the cheapest place that we can do it is $75. The place that we live at will not hold all the people that we are going to have to invite. We added it up and there will be like 32 people that are coming. That is just family. My side and my husbands. So we are going to have to have it some other place besides here.
I thought about just doing black and yellow streamers and balloons filled with helium like we did last time. ( we filled them up and let them float across the ceiling. and the streamers we just twisted and hung them around the room.)
A black cake with yellow trim with all the marvel (I think thats the comic company that its through lol) super heroes on it.
And thats about all I have. Besides a batman pinata lol.
So can anyone give me any ideas?

How many kids?

Is Georgia cold this time of year? I know here in OK its not too cold so we could generally look for parks and stuff that have gazebos. Also I know a lot of libraries have back rooms that they let ppl in the community use for free and are generally bigger rooms. Also sometimes banks have bigger rooms they allow ppl to use, etc etc. Id call around and get a look for free things.

also the great thing about batman is its 2 colors, and you can get a stencil and paint and make some things. Thats what my friend did and it turned out great. Id look up things on pintrest and just see what they got that you could do yourself. I net you could do it for half that price if you planned well.

For the past month the weather has been crazy here. One day it will be 50 and the next it will be in the 20's. We had thought about seeing if we could use our church but it has been so long since we have been there. They would let us use it for free but I am ashamed to ask lol. I haven't been in almost a year.

And also the parks around here you have to reserve if you want to make sure that you are going to get them. To reserve them you pay a fee of $250 I think.
