Is this installed? Install it in the car and then check. Sitting on the floor does no good. The angle of the seat, the angle of the vehicles seat, etc, can make a difference in whether or not she fits correctly.

Not true. RFing straps need to be at or below the shoulders. Regardless of if she meets the limits, if the straps aren't below her shoulders, it's no good.

  my son has one that says 19" and he's nearly 30" and it still isn't below his shoulders
