It's not a mucous plug issue. She risks infection if water gets into the vag. Same reason they tell you not to douche during pregnancy.

BUT getting water up your bits isn't really common when just masturbating, so it's probably not harmful.

I'm high risk, so I wouldn't do it even if I weren't on pelvic rest, though.
