Harness Backpack?

On Monday we are taking a family "trip" to a casino for my birthday. It has a lot of attractions and stuff for kids. My SO is going to watch my 3 1/2 year old DD and 6 month old DS until myself and my Mother are done with bingo. DS is going to be in his carriage while DD will be walking. Since this place is huge, and I mean the biggest casino in America, I am afraid. I can barely keep her still in babies r us, I can't even imagine a Casino. SO will be busy pushing the carriage, it will be hard to keep a steady eye on DD at the same time.
I was thinking about buying a harness backpack. Do you think that's a wise idea? I don't care what people think really. Weird looks won't bother us. I just want to make sure it will keep her safe at my SO's side. She's too big for a carriage and I see no other alternative.
Any advice would be appreciated.

I use one for my son in certain situations and he loves the backpack. I don't see anything wrong with it.

I have no problems with the harnesses but if it will be that much walking she will prob just end up asking your SO to carry her. They make the cheap strollers that I've seen people put 5yr olds in and then maybe get a carrier to put the 6mo old in. That way your SO will have baby close plus two free hands to deal with the toddler.

The issue with that is she won't sit still in a carraige for more than 10 minutes. Eventually she'll try to get out.
Are the harness backpacks reliable?

Maybe I'm lucky, or maybe it's because we do a lot of hiking in the woods and city walking and my son has had it harped into him since he could walk that he needs to stay near me to be safe. If I tell my kid (3.5 years old) to "hold the handle" (there is a handle on the side of the baby's stroller), he grabs that handle and doesn't run off anywhere. If he's not holding on he's liable to wander (or jet) off, but holding the handle seems to anchor him. I tie a ribbon strap onto my mother's stroller if we happen to be using it at her house and it works too. Maybe something like that?
