Is there a way to get free apps on the things like you can for an iPad?

nope everything for leappad is paid for either in store with the game cartridges or app center cards and then dl off the app center

Sometimes leapfrog offers a free app, but usually only around the holidays for new activations.

You can get app cards off amazon for around $15-$16 for a $20 card.
