What kind of yarn makes the best poms? Or plume I should say.

I've been asked if I can make a full on Spartan Helmet (think 300) and I'm trying to figure out a way to get the plume to stand pretty well. I know I can use RedHeart yarn and steam it a little bit to get it to fluff, but I want it to really be able to stand. It doesn't need to be stiff, I just want it to not be floppy.
I'm crocheting it, and have the helmet pretty much figured out, just need the plume figured

Use pipe cleaners maybe?

Might weigh it down and just flop over.
I think I might try some bulky wool and just brush it out a bit.
