So my cat was in heat for like 2 days, she got out yesterday and was gone all day and night. She has gotten preg around here before, there are a lot of tomcats around. She came home not in heat anymore and my other cat. her little sister came running up and sniffing her butt like what did you do? And she was licking it. I didn't think tomcats and in heat cats had sex in the winter? What are the chances shes preg now? If she came home not in heat?

A cat can become pregnant any season. You just have to wait and see. Since you have a lot of stray male cats around I would suggest getting your cat fixed as soon as possible. Unless you want to continuously have kittens.

Cats have sex all the time, doesn't matter what season it is, nor does it matter if the female is in heat. So yeah, I'd say there's a pretty good chance she's pregnant. The heat cycle typically lasts for 14 days (at least), unless she mates and becomes pregnant.

I agree with the other poster as well, you really should get her fixed with so many males running around. Not just so she doesn't get pregnant, but cats can sexually transmit diseases, such as Feline HIV (FIV) and other things.
