Also, he has been having a fever since last night, complaining that his ears hurt when he yawns, and today started complaining that his neck hurts. I checked him and he can move it side to side w.o pain but it hurts him to move it up and down. Is that considered a stiff neck?

Well they actually cant do sitches if it has been past 12 hours... however it sounds like he is sick anyway so i would say take him to get checked out and see what they say. It really cant hurt plus if his ears are hurting he may have an ear infection
It might be too late for stitches. When I sliced my foot open, they told me that if I had waited more than 8 hours, there wouldn't be much they could do for it.
If his neck hurts when he puts his chin to his chest, he needs to be seen - that's a sign of menigitis.
As for the cut, it looks like it could take a stitch or two. My daughter has a similar cut on her head under her hair. I didn't bring her in, and now she has a scar. With it being so close to his eye, I'd at least have it checked.
Honestly I seen your post last night and I would've taken him into the ER last night. Sometimes you gotta trust your mom's instinct. A lot of these woman are over the top about the ER. Hope he feels better soon.
