I'd make the four year old walk and just get a stroller for the newb.

My kid hasn't been in a stroller since she was 2, and I've never regretted tossing the smurfer out.

Baby wear   No need for a stroller. My daughter was 2 when our twins were born and we were fine with the double (just for the twins), our oldest walked everywhere. Now they're 4 and (almost) 2 and either you're walking and being worn here haha.

I got a two seater umbrella type stroller off Craigslist for $15. You can stick a newborn in that. Realistically, I'd just make my kid walk. I only let my 4 yr old sot in stroller when I go for 4 mile walks.

Yea I make the four year old walk too.
Have a look at Phil and ted strollers. They're single with a double attachment. I don't actually know if you can have a carseat attached to it though.

Baby jogger city selects are awesome single strollers with a double attachment. You can attach a carseat to that. They're so nice to push!

Maybe some of you didn't read everything. I am saying, making a child even that young walk around for hours, isn't okay. I'd rather have him have the choice to rest if needed. Even if were not able to stop walking for whatever reason. My DS isn't lazy. But yes, he is very weak due to nutrition issues and such. He is also very hyper, which comes with safety issues. So if he doesn't want to walk, I will let him sit. Also, if we are in a crowded place, wouldn't you feel safer knowing your LO was sitting right there instead of possibly wondering off or who knows what?
