not dilated

I'm 38 weeks and 5 days this is my second baby and I'm still not dilated. has anyone else ever experience this and if so what happen

Also are there any ways to start dilating?

I really don't want to have another c-section    

the day before I went into labor I wasn't dilated or effaced whatsoever.

you can TRY evening primrose oil capsules but that isnt a guarantee. im 40 weeks and i only been 1 cm for maybe 2 weeks so i know how you feel. i have an induction date for jan 2 if my body doesnt dilate any or put me in labor.
