If he doesn't see her or participate in her life, I personally wouldn't hyphenate it, I would change it altogether if he would allow. If he wouldn't say yes, I'd start after him to pony up child support and the like.

Personally, if he isn't around I wouldn't hyphenate it, I'd take his off completely. My children's names are hyphenated (mine first, dad's last) and if he wasn't around they wouldn't have his name at all. It took 10 months for DS#1 to get BD's last name.
