Smell it. Does it smell sweet? That could be amniotic fluid.

Go laydown for a bit, then stand up. If anything rushes out, its probably your water breaking.

Are you having contractions?

I'm pretty sure it doesn't feel like you need to pee when your water breaks. It sounds like you just weren't completely empty from peeing

Late pregnancy makes it difficult to control that

When my water broke I didn't have the urge to pee, it just came out. Is baby moving normally? If it always happens when you pee then I don't think it's your water.

Sounds like you may be in the stages of early labor but nothing to be worried about. But I'm no nurse or doctor. Have you got it checked if its amniotic fluid?

I didn't even have gushes. My water slowly started leaking at 39w3d. I noticed it because my panties were a little "damp" when I went pee. Changed, then they were damp again.

Anywho, I rather be safe than sorry. Call L&D they get a little strip and test the fluid. If it comes out a certain color, it's your water.
That's what happened to me. Then they admitted me and started pitocin to jump start labor.
