it's probably going to be raining and cold here in March, but there are TONS of places in the city to go with and without children...

The chocolate factory, Fisherman's Wharf, Alcatraz, ride a trolley! Maybe take a trip down to Murphey's for some wine tasting and there is a wild west town near there with real Sasparilla.

if you are planning to stay in San Francisco, in like May or June, but if you go to southern california, i.e Disneyland, March would be fine as the weather there is completly different.

I have to second Disneyland and California Adventure. Would recommend Knotts but there is not much for little kids there. Legoland, Sea World, San Diego Zoo if you want to venture even further south.

As for when to come, If you want to go to Disney with out a huge crowd I recommend February(which will be on the cooler side but last year there wasn't much rain but who knows what this February will bring) or wait until May to bypass all the people that have spring break and go to Disneyland. Parking is expensive $15/vehicle, food in the park is outrageously priced as well. Not sure if that will be going up or not. I know a few years ago parking was only $10.

My aunt and uncle leave near San Francisco, Pleasanton. They said the storms have been killer because they just got a new boat and haven't been able to take it out!

parking is $15 food is expensive butI always bring in abunch of snacks and water. Also they have lockers outside where you can store your own food or there are cheaper places like Mcd across the street. But if money is no issue isuggest rating at Goofy's kitchen and having a character lunch

you're staying in san francisco and you are only there for a week, i would probably try to add a few days to do a trip to southern cali if you want to explore there.
its a pretty long car ride from SF to disneyland (i think it was like 7 or 8 hours when we drove there)

but northern cali i would recommend the monterey aquarium.
we personally like hiking so we went to point lobos, yosemite park (one of the biggest international parks!), we hiked up mount diabolo, drove up to the redwoods and sequoia and saw the biggest redwood.
we also went to lavabeds which was pretty awesome (its a bunch of caves you can explore on your own!).
we went to kings canyon and lassen national park.
we like hitchcock movies so we stopped by bodega and bodega bay and ate at the restaurant from the movie (the birds).
