If we could foresee the likely hood on a regular person being an abusive parent I would want to offer the sterilization to them too.

And if she's such a wonderful parent I highly doubt she would take the sterilization money, but I didn't really read all that. Everyone knows a successful junkie and everyone knows of at least one kid who was born all smurfed up because of drugs.
