My son refuses to sleep

My son is almost 10 months old (December 1st) and will not sleep. During naptime we are lucky if he will sleep for 30 mins, most of the time he will only sleep about 15 mins. Every night around 7:30-7:45 I give him a bath with bedtime wash and when he gets out I use nighttime lotion on him as well. Afterwards we read a story and then watch the gigglebellies twinkle twinkle little star (he loves this show and it calms him down for bed) and then I give him a bottle and when hes finished he goes to bed between 8:30 and 9pm everynight. He usually falls asleep within 10 mins of me laying him in his crib. But from that point on he will wake up every 30-60 mins all night long and be up at 6am for the day. And when he wakes up at night he will scream at the top of his lungs like something is wrong with him but we can't figure out whats wrong. Sometimes he will go back to sleep within 5 mins and other times it takes up to 45 mins for him to fall back asleep. I have tried CIO it does not work at all. I don't know what else to do. I am currently waiting for his pedi to call me back they recently switched his formula thinking maybe he is allergic to milk but it is not helping at all.

Teething? Mines teething and has nights like that.

This is everynight though not just a few nights.   He was like this on his old formula thats why they switched it. I guess I should have added its been going on for atleast 4 months like this. He has never slept through the night. I just dont know!!

Poor guy...he may have a milk allergy!
