Are they sure it's not asthma?
Asthma can cause low immunoglobin and high WBC count as it causes inflammation.
Does she cough a lot at night?

Theyve already ruled it out
I wish it was it though!

She has an off and on cough very dry occasionally through the day. maybe 1 time a week.

Does she have any other physical symptoms? Rashes or anything like that.
There's so many different things that can cause those numbers to be like that.

The only symptoms she has had is the unexplained congestion.. off and on cough..
and shes had a fevers off and on since the end of October. they're becoming more frequent now though.

Sometimes after a fever she'll break into an ice cold sweat..
She's been extremely tired.. Wanting to sleep all the time.. VERY VERY fussy sometimes inconsoleable

The worst part is she has been exposed to a LOT of different illnesses in the past few months... BEFORE we knew immune system was weak..

From what I just read on your profile about the 1P36 Depletion, thyroid problems are common with it...
Thyroid problems: Children with 1p36 Deletion Syndrome seem to be at an increased risk of developing thyroid problems, the most common being hypothyroidism. Hypothyroidism occurs when the thyroid gland does not make enough of a hormone that is necessary for growth and development. When diagnosed, hypothyroidism can be treated successfully with medication.

The tiredness and cold sweats would make sense...

I read your story on her too and found this:

About her short optic nerves:
Hormonal insufficiencies: thyroid, growth hormone, pituitary, adrenal, anti-diuretic hormone (ADH).
http://www.tsbvi.edu/seehear/spring99/opticnerve.htm

Have they checked into her thyroid? I mean if it were being affected by her condition, they could easily treat her for that to help some of the symptoms.
