Hitting SOs kid.2

I posted yesterday to vent and kinda need help everyone accused us (me) of not calling the police, whatever but here goes the story.

My neighbors SO punched her 16 yr old mentally challenged son in the mouth. Cops called report filed, DCFS involved. the police still say that we need the mother to agree to pressing charges... she wont cuz shes obsessed wit SO and will not leave him! The boys father lives on the other side of Iowa far from us...(thought he was down but he just called his older son and said press charges).
According to my neighbor best friend the mother is being abused by SO also  

If mother don't press charges the State could right?

CPS will get involved. There is an obvious case now. They will be watched like hawks and pretty much if they fart sideways, well.....

The city/county/state can infact press charges if they feel that there is a strong enough case with supporting evidence and it is not he said/ she said.

That's abuse of a minor for one. And if he's mentally challenged there's gotta be some other charge related to that too. If the mom won't press charges, the state should. I would raise a stink about it until something's done. That's not acceptable.

yes the state should press charges..thats what happened to me when i wouldnt press charges or write a statement for an incident i was involved in. i also live in pa and everywhere is different

The mothers been wit her SO since yesterday morning, and she jus calld n said that shes gonna bring him food n tp and stuff.... idk if cops got ahold of them yet but he told him mom to come alone :-) So proud of him standing up for himself
