While I think it may be inappropriate to hit a mentally challenged child that doesn't understand, take that aspect away, I'd say none of your business. I've dated men who gave me permission to spank their kids, hell I've even babysat for parents who said if it was needed I was allowed to swat their kid's butt.

If it was spanking, even though i'm not for spanking, i'd say it's the mother's choice. Even if i was pro-spanking, NO ONE but me or the father would ever touch my child.

But punching him? I'd call CPS in a.heartbeat. SmUrf that.

Well punching anyone, ever, unless it's self defense is uncalled for. I thought that was just a given to most people. But as stated before, if you didn't witness it, you don't know if said person is blowing smoke.

Personally I believe its a strangers buisness if a child is being abused or neglected... I'd be making a phone call to athoritys
