Self Soothing

How can you teach a baby to self sooth. My daughter will be 11 months next week and will not self sooth. the only type of self soothing she does is if she cries and scratches herself till she bleeds.

Shes hypersensitive to everything.

CIO isnt an option cause she'll scratch herself till she bleeds.
