Baby can have a "real" bath when it falls off, correct? What if it is barely hanging on?

Yes they can and I would wait til it falls completely off.

Baby can have a "real" bath with soap and water before it falls off completely as well. You just want to make sure you dry the stump off completely after you finish bathing.
