I mean it doesnt happen ALL the time but it does happen in some cases

He needs to go to a doctor. When it goes away and returns, does it return to the same place?

My sister has been on it and i had another parent and it never happen to him either but it HAS happen in some cases

I am not an STD expert, but to me... that doesn't look like one.

The first time we counted about 5 different cuts then just yesterday he told me i ask if they reopen or new ones he wasnt sure

You should have him get that looked at! It doesn't look bad but you never know and I don't mess around with those areas they are sensitive
