Carseats in Japan look like that. I know it's not legal in the US but not sure about where you are.

I wonder if it's for a bigger special needs child that needs harnessed but you would still use a regular seat belt. Cause that does no boosting whatsoever. And looks completely unsafe the way it's used in the picture. But I could see a special needs child sitting on a booster with a regular seat belt and then using this as a harness because they're too big for a 5 pt but need to be harnessed for some reason (lack of muscle control or flailing body around).

I would use it for my older kids... Looks safer than a booster.

Yea there are a bunch places out that way where they aren't required. Even in the UK seats are so different than here in the US

I know it wouldn't be legal over here in Australia because our kids have to be in a booster until 7.

That's unsafe and illegal in the US, but they use then in China, I believe.

Also, OP---after market car seat covers are not recommended because they are unsafe. If you want a new cover, contact the manufacturer, they often sell new covers and you can pick from the designs they offer. The cutesy home made ones from eBay/etsy are UNSAFE.

Oh yeah, I was trying to find one that would just replace the one I had because I have been searching online & I don't think they actually manufacture this seat anymore. Ours are just filthy from the kids.
