Shy kids

For toddlers (18 months) who are shy and antisocial, would you consider daycare in order for them to be around other kids? or would you be concerned about them getting pushed around by more aggresive kids to where it would hurt more than help? Any other ideas to help socialize a shy kid?

DD is VERy shy and anti-social with kids (But I am, too). I considered daycare, but her Pedi didn't think it'd help her when she was 18mo.

My kids were both shy at 18 months, we just kept doing what we were doing. A lot of activities that surrounded them with people, kids, all ages. Our kids have never been in daycare, but they've also never been short on being in an environment filled with various types of people.

If you are able, I would try to find other parents with kids around her age to have playdates... that way you can kinda... monitor the situation?
DD is very outgoing, but she has definitely picked up on some less-than-desirable habits and attitudes from some other kids in preschool.
