But is he allowed to file the motion, and can it be approved without my consent/approval?
He's doing it mainly to get out of paying child support, but if they garnish his wages tomorrow like I'm hoping, I don't want him to terminate.

I think he can file the motion, but the judge has the final say, and he'd still have to pay.

In Texas just bc right are terminated that doesn't mean that he is relieved of his financial responsibility to the child unless the mother agrees to it or there is a father in place to adopt. Many many fathers rights have been terminated bc of their inability to provide a stable home, lack parenting skills or maybe drugs and alcohol abuse problems but still are required to pay the support.
