Why won't they accept you if you and SO are not married? Is your income level too high?

It's such a bitch to deal with Medicaid. My income level is so low, I receive no CS because BD is a dead beat and yet they drop DS allllll the time and then I have to reapply and wait and wait

Look it up in your area, but I know here in Nevada we have an access to health plan. You have a higher copay, but the plan has worked out "deals" so to speak with hospitals, doctors, pharmacies, diagnostic centers etc.. and they give a discounted rate as long as you meet the requirements for payment.
Hook up with the state of Utah and find out if there's anything out there that can help you.
Are you being denied private insurance because of pre-existing conditions?

I can't afford to pay out of pocket and I am already on a payment plan with one my medical bills. My SO and I can't afford to do either of those.

hospital? tell them you can't afford to pay and they might be able to work with you. I was under my inlaws insurance when I had DS (I "worked" for them so I could get coverage) but then they decided they didn't want to pay the premium to cover DS, so his entire stay when he was born wasn't covered. He was born in July, and medicaid wasn't active until Aug 1st. So I had to fill out paperwork and send them a smurf ton of paperwork so I can be considered a "charity case". Sucks, but it's what I gotta do. I can't afford 16k

Here it's cheaper for me to go to the doctor that it is actually have health insurance! (Unless I'd need surgery, of course) I read "somewhere" that since Obamacare isn't going to be overturned now, that the Medicaid guidelines are going to change, so that more people will qualify. Hopefully you can get to the Dr and be seen about!

I dunno. They mentioned that they only guarantee people from 0-19 years of age to have medicaid.

most local hospitals have a medical assistance plan based off of income, completely seperate from the medicaid program. Our hospital system's program is completely NOT advertised, you will only discover it if you ask about it... it has a tiered level coverage almost as good as medicaid... and you can see any kind of doctors and any kinds of services as long as it is thru any physician that is affilliated with the local hospitals network/system you should try to search for something like that in your area?

that's why you tell them you can't afford to pay, and they will possibly write off the whole thing....they can't deny you service because you can't pay.
