Yes you can call and ask to speak with your caseworker and they will look it up. If they say you don't have one assigned ask to speak to a supervisor and pretty min demand you get a case worker or at least an explanation as to why you are being denied.

I wanted a new case worker so I talked to the supervisor and explained how horribly I was being treated and actually filed a complaint an I got my new case worker and my Medicaid number the next day.

Case worker gets your application and tells you why info is needed as reviews it and is the one to pretty much say yea or no. When they accept your application they assign a case worker.
