My DS always loved to use finger paints! It's a mess, but we always had a blast. Or get some tissue paper, there is a ton you can do with that, you can make a flower *I found it on pinterest* or glue it onto a glass candle, or onto a piece of paper. Sorry if I'm not making any sense, I'm super tired. I have a bunch of stuff DS and I would do when he was that age, just kind of look around at what you have, you can make art out of pretty much anything lol. DS still loves to do macaroni noodle art  . Oh, this isn't a craft but I used put a bunch of shaving cream on the kitchen table, strip him down to his undies and let him at it. It's an ever loving mess but lots of fun.

We finger paint, we've made play-doh, cookies, put up big poster boards in her room and coloring pictures all over it. And making puzzle pieces too!

Flower portraits made outta glue and construction paper. Also, making collages outta magazine clippings. My little one loves it!!
