And if her water only partially broke and she isnt having regular contractions or not even majorly intense ones she should be fine to wait till 8am. I went into labor with irregular contractions and my water broke at the Drs office. They also tell you you dont need to rush in if your water breaks just dont soak in a tub and monitor things. And since her appointment is at 8 she should be fine.
