Can their dad do this?

I have an open case in the state of California for cash aid, Medi-Cal, and food stamps for my children in which I have had for a few months now. Now, the kid's are going to be staying with their dad for 3 weeks while I am helping my mother and her radiation in Arkansas. The lawyer added my 3 week "vacation" in the custody stipulation, and has already been filed.
Now the kid's dad is wanting to file in his county (Sacramento) for the same benefits as myself and the kids, for himself and the kids... Can this even happen? Or will this effect my case and benefits? All because of a 3 week vacation. Part that pisses me off is I've taken care of my children for the last 18 months on my own with the assistance from the state... why is he NOW wanting to do this since he's put in the responsible adult role. Ugh.
*Side note* The kids dad and I have recently set up a temporary custody agreement until mediation in a few months. And the court order child support amount has started to be garnished out of his paycheck.

Is he trying to get it for those weeks? If so, haha good luck on that buddy..but as far as your questions go, I would ask your case worker

I doubt he can for only 3 wks. Heck in some places it takes longer to approved. I bet they would look at who filed first and who has the mostt custody. But i could be wrong.

No he can not do that because is will show they are already on your case.

Not only will they show up under your case but he would have to wait til the following month to get aid no matter what because they have already recieved aid thats how california works ...just moved from okc to here ...im originally from here.... And because my kids father got aid in okc for them i could not recieve aid til the following montg..... And not even til the month after that because his okc worker never cleared them off his stamps so me and my kids went without while he help his mom buy soda for her bar she owns ....
