Why are you getting defensive? We're giving you advice. Obviously if you're letting your mom take over discipline you're not being consistent with the time out method. He knows that if he just ignores your direction and gets up enough times eventually you'll let grandma just "pop" his hand and he can be done. That is the problem. Make it clear that you are his parent and the disciplinarian, not your mom. And he needs to respect you and your direction.

Right I'm sure my degree says otherwise. But your right lets just stop developing new information about the best way to do things, particularly raising and influencing future generations, and just do what our parents and grandparents did. Because that seems to be working so well.
I have to tell you that coming from a home where physical punishment was used and sworn by, the whole bite them if they bite you hit them if they hit you, and all I learned from it was to not let my parents know when I broke the rules because I didn't want to get an ass whooping. I didn't respect them for it, I feared them for it. And it didn't make me want to follow the rules, it just made me want to avoid the consequences. And there is most certainly a difference.

i NEVER feared my parents i wasnt abused i was spanked and ill tell you exactly whats wrong with our children parents are afraid to discipline their children they want to be friends with their children we have taken discipline out of schools im not saying the only way to discipline is to spank she did not ask to be repremanded for spanking her son did she

You have your methods and I have mine. My mother only disciplines him when she's got him by herself or when he hits her. And I put him in timeout til he decides to stop crying/ stay put for longer then a minute
