Hmm. I'm sure he was pretty terrifying for the people that couldn't walk around freely or do anything for that matter without some threat of getting killed. Might not have been that bad for you, all the way over here in the safe USA, but that doesn't mean he wasn't scary to somebody.

Probably not at that moment. He was more of a symbol. His hanging was kind of like a new beginning for the country. But.....he ran things for decades, killed thousands of innocent people, and he deserved to die for it. He's like a modern Hitler.
