Quoting That-Girl:" There are times when there are repeated warnings to evacuate an area in severe weather, and people choose ... [snip!] ... Obviously this would not pertain to cases where there was a disability or something that prevented them from eveacuating."
I helped teach a class about Katrina... it was a year long class to learn about New Orleans and how to help the area.
The thing that a lot of people forget is that a lot of people can't leave. Not all... but a great majority don't have the resources to leave. They leave and it's still shooting themselves in the foot because they have no resources to go anywhere and manage life. Some people we talked to said yeah, smurf was dangerous but their neighborhood was a family and they all helped each other in the days after until they could get help. If they all left... they wouldn't have a safe refuge. They wouldn't have that "community."
It's a complicated problem, honestly.
