I think it's more like, these people knew the hurricane was coming but since they refused to evacuate, they are more prepared to wait out the storm. Therefore let's help the people that are not prepared. They go by who is in the most danger.

I helped teach a class about Katrina... it was a year long class to learn about New Orleans and how to help the area.

The thing that a lot of people forget is that a lot of people can't leave. Not all... but a great majority don't have the resources to leave. They leave and it's still shooting themselves in the foot because they have no resources to go anywhere and manage life. Some people we talked to said yeah, smurf was dangerous but their neighborhood was a family and they all helped each other in the days after until they could get help. If they all left... they wouldn't have a safe refuge. They wouldn't have that "community."

It's a complicated problem, honestly.

I think whoever needs help first get it. Either way they all need help
