How can you let your kids be this dirty? VENT

My futuresister in law norababysits these 3 children, Gabby who is 4 I believe, Kevin who is 3, and Allison who is 16 months. I have never in my life seen kids so poorly taken care of...not ever. The mother is only 20 years old, not that a 20 year old mother of three couldn't be a good mother, just this one definitely is the epitome of a parent who doesn't care about her kids.
First of all, they are ALWAYS sick, every day that she has babysitted them for the past month they have been sick. My fiance did some work on the parents car, and saw combs for lice in there, the 16 month old is always grabbing at her head and itching, the older girl actually is losing hair where she has her ponytail all the time, I don't think her mom actually takes it out at all. They completely smell of urine every single day and will wear the same clothes for a week.
One day gabby, the oldest was using the bathroom, she was taking a long time so my sil went in to check on her and she found her with her fingers up her butt. The little boy is always grabbing himself, We're sure that this wasn't the first time the girl did this and she never washes her hands.
On top of it, the 16 month old is very overweight, and not to mention she can't walk or even stand on her own....she actually can barely straighten out her legs, I've never seen her crawleither or sit up on her own from laying down.
The only time my daughter was around those kids, my fiance and I were there the whole time, but they tried touching her face and playwith her toys and pacis...no way did we let that happen even before we knew all of this was happening, we could see that they were very dirty kids. Well the other day my sil watched my daughter, the kids weren't there but when my daughter came home she was fussy and now she's sick. My nephew brockwho my sil also babysits started to run a fever that night and got sick, my other nephew thomas has an upper resiritory infection now and had a fever. My neice jaydy and my other neice haidi,(jaydy is also babysitted by that same sil, haidi isn't, but they're sisters) are sick as well. I'm pretty sure it is from these kids.
I'm upset that this mother dosn't care that she is exposing several other children to her kids illnesses. I kind of think "What nerve that lady has" If I knew my child was that sick and had all those problems, I wouldn't be working for that moment in time, I would quit and my fiance would keep working. No way would I knowingly expose any other kids or people to that. It is completely different when you're kid has a cold and is around other kids, that is a normal thing and they would probably end up getting it sooner or later anyways, a normalcold is basically nothing to get all worried over, but how sick these kids are is just not normal andit's disgusting.
anyways, my sil veronica works for the health department and she is going to take the kids into the clinic one day to get checked out, the only reason she needs is that she suspects that these kids haven't had their shots, which would surprise me if they did.
my vent is, how can you seriously let your children live this life? how can you just not give a shit?
I'm now babysitting my daughter and my nephew thomas any day that I can so that thomas doesn't have to be around those children, especially when he is sick now.
So tommarow at 7 30 am I will have my 4 month old and my 8 month old nephew, both sick, my daughter has reflux too on top of it all. I'll probably be buried waist deep medications, since my daughter has her cold medicine, reglan, and zantac and my nephews meds for his resp. infection. This should be fun tommarow, I'm sure it wouldn't be too bad if they weren't both sick.
anywys, my daughter has her 4 month checkup on t 6th, she had her appointment with the gastroenterologist (sp?) today and we found out she has aberrant rightsubclavian artery, which is apparently when that artery from her heart is around the back of her esophogus and is making an indentation. Only 2 percent of babies have this although it rarely ever requires surgery, we may come upon problems when she starts eating table food.
She did have baby food today, peas...she liked them but then got super impatient with the spoon.

She is definitely not going over there even when they're not there, since apparently they never disinfect anything.
For the past 48 hours I've been checking my daughters temps and also checking her dirty diapers, she seems fine she just has a runny noseand is more fussy than normal, although she was better tonight, not as fussy.
even if my sil is my only babysitter available when I have to work, I'll call off of work until those kids are no longer going over there and none of my neices or nephews are exposed to them.

I would almost consider calling CPS, if they are that dirty when not at home, think of what thier living conditions must be like! You run some serious risks by cross contamination w/ your SIL..... there is SO much she could contact and bring to your baby, and other babies too... I don't think I could watch kids like that, my heart would break for them....
