everyone doesn't start stealing because they're compelled to do it, most people who steal do it because they want something they can't afford.

I don't think you 100% understand what compulsion means.

possibly they just need to be caught a few times and get a fine/jail time or whatever they do these days for that sorta of stuff. Call them in next time they are at a store. And everytime after that.

i would call the cops and tell them about it and call the stores that she normally goes too and tell them to keep an eye out for her

Stealing because you need/want/like something is one thing.

Kleptomania is the inability to refrain from the urge to steal items for reasons other than personal use or financial gain, it's usually associated with other psychiatric disorders like anxiety disorders.

Two very different things. Kleptomaniacs don't target items, they just like stealing, they'll steal anything if the opportunity presents itself, not wait around near an item for an opportunity to steal it like thieves.
